Dimension Key Details
Parent framework Green India Mission (GIM) is one of the 8 Missions under the National Action Plan on Climate Change.
Nodal ministry Green India Mission (GIM) is under the Ministry of Environment, Forest and Climate Change.
Launch Green India Mission (GIM) has been launched in 2014.
Mission objective Green India Mission (GIM) provides for protecting, restoring, and enhancing India’s diminishing forest cover.
Forest and tree cover goal GIM provides for expanding forest and tree cover by 5 million hectares, and improving the quality of another 5 million hectares of forest and non-forest land.
Livelihood goal GIM provides for improving livelihoods for 3 million households by increasing income from forest-based activities.
CAG finding: forest cover shortfall As per CAG, forest cover has increased by 0.03409 million hectares against a target of 1.4 million hectares, and the shortfall is 97.57%.
CAG finding: lack of convergence As per CAG, GIM has poor coordination with CAMPA, MGNREGS, Nagar Van Yojana, and School Nursery Yojana.
CAG finding: loss of funding As per CAG, institutional convergence failures have led to a loss of ₹10,600 crore in proposed GIM funding.
CAG finding: lack of transparency As per CAG, 14 states do not provide prescribed public web-links for tracking GIM interventions.
CAG finding: weak accounting controls As per CAG, 8 States/UTs do not maintain annual accounts, and in other cases accounts are unaudited or contain discrepancies with subsidiary records.
CAG finding: carbon sequestration assessment As per CAG, only Madhya Pradesh and Chhattisgarh assess carbon sequestration during 2015–2025.
CAG finding: climate prioritisation As per CAG, low-to-moderate vulnerability areas are selected over highly climate-vulnerable landscapes for afforestation under GIM.
CAG finding: ground impact (GIS) As per CAG, GIS analysis finds that 70% of sampled sites show no noticeable GIM-attributable changes.
