Azerbaijan and Uzbekistan are full members of the Organization of Turkic States (OTS). The OTS was originally founded in 2009 as the Turkic Council by Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey. Uzbekistan joined as a full member in 2019. The organization was subsequently renamed the Organization of Turkic States in 2021, reflecting its expanded scope and influence.
Armenia, Croatia, and Romania are not members of the Organization of Turkic States. These countries do not participate in the OTS framework. While some countries like Hungary and Turkmenistan hold observer status within the organization, Armenia, Croatia, and Romania are not associated with the OTS in any capacity.
